I am confused. Why does my property not qualify? It IS vacant and we were victims of trash being dumped by a neighbor. Please advise.

SLC-7/31/2015 @ 12:10 PM– Thanks for your report to Richmond Government online. We need to know if the trash or items that's in your yard is reachable? We cannot come private property to get items!
