After requiring another neighbor to remove a fence so.as not to block the right of way easement, homeowner has erected a fence blocking same right of way. More importantly, homeowner now has no access to their own yard to maintain property and weeds have grown to over 5 feet. Neighbors have paid to clear this portion before but homeowner should have to maintain their own property, not the neighbors who were required to tear down their own fence.
