We had a similar problem on our street last year. We live near Walnut Acres Elem. and Foothill Middle and several children walk to school from this neighborhood. People on their way to work and to drop off their kids would zoom by our home at 40+ mp. We called the Walnut Creek PD and they were wonderful. They sent a motorcycle officer who parked perpendicular to the street to catch the speeders. Word spread quickly and the problem was resolved. I agree with N Templeton that this is a traffic issue, but if you call the non-emergency police number, I'm sure the WCPD will be happy to assist.
