I was at this location recently for another report ( https://seeclickfix.com/issues/389547-jagged-6-pipe-hazard-to-pedestrians ) and I can confirm that this is TTC property. I don't remember seeing any graffiti on that barrier however. But still this isn't a City of Toronto issue as it's TTC property; as it's over six years stale it's doubtless resolved by now, but TTC issues can be reported directly by calling 416-393-3030 or submitting an online form at http://ttc.ca/Customer_Service/Compliments_Complaints_Suggestions/index.jsp
