Description
The house at the corner of East St. and Bloodworth is a vacant and continually has overgrown sidewalks that make it difficult and dangerous for anyone walking on East or Bloodworth St. To add to the danger of walking here, there are broken liquor and beer bottles constantly strewn over the sidewalk. I have also noticed recently Shaw University students doing drugs behind the house in the backyard and on steps on the side of the house since the overgrowth shields them from being seen. Please take care of this immediately

What sane person would walk around down there? There are plenty of walkable areas of Raleigh that you would not need to worry about such conditions. You have to understand that Raleigh, just like other cities, have areas that are not desirable. Yet, Raleigh has so many that are! and you should try some of them out!

Because I live nearby. And all the other houses around this block are well kept and nice. There's just this one house that is the problem. Maybe you should try waking in some different areas of Raleigh.

Thanks for reporting this - I noticed it recently too. DTR - have you been in the area in the last couple of years? No, it's not Glenwood South, but it's actually a really great neighborhood that's experiencing a lot of positive change - plus, it's about as close to the central business district as you can get. I had my car horribly broken into/vandalized in Glenwood South a few years ago - lived around here for 6 years with nary a problem in the least. Go figure on the "walkable areas of Raleigh". I agree with Anon wholeheartedly -

I believe there should be some sort of complaint filed against this house within a year. I made a similar report then via See Click Fix. Hope that the City can look back at that history. It seems from tax records the owner's name is the same as the head basketball coach for Shaw's women's team.

It is quite disconcerting to me that other issues since April 26th have been opened and closed with responses from the City of Raleigh, while this issue lacks even a comment. I would hope that drug use would be an issue that the City of Raleigh takes seriously.

Why in the world has no one from the CIty addressed this - this is ridiculous! I've seen loads of responses for tons of other issues that have cropped up since then, but nary an acknowledgement - what gives?!?!

Sorry for the delay in responding. For some reason we are not receiving many SCF inquiries via email. SCF is working on this. This is one of the ones we did not get, that we picked up by scanning the map widget after it became apparent we weren't getting some of these things while getting others nearby. Our apologies.
I will pass this on to Capt. Craghead. When he has had a chance to respond I will update this issue.

There is also a mattress and blankets on the front porch, a recent addition I believe. Looks like someone is sleeping there. Hoping all the issues with this house can be resolved as the house is continually neglected by the owner.

The glass, trash and overgrowth have been cleared. I am still awaiting a report by the Police.

We have made a couple of arrests for trespassing, have contacted the property owner and are working with him to stabilize and secure the property and post "No Trespassing" signs.

Thank you for your attention to this issue. While i am glad that the glass, trash and overgrowth have somewhat been cleared from the sidewalk, I would also like the trash on the property removed including empty beer bottles, liquor bottles from the back yard.
Could you be more specific when you say "stabilize and secure the property?"
I would hope that the owner would be proactive in responding to these issues as opposed to having to respond to them based off of complaints from neighbors every few months. I sincerely hope that I do not have to reopen this issue in 3 weeks due to continued neglect.

I will check with the inspector about the back yard. We can only require that he remove anything that would constitute a public nuisance under our ordinances. He can leave the property vacant as long as it is secured (boarded or otherwise secured from illegal entry), keeps the grass cut and does not allow trash to accumulate in the yard to the extent that it constitutes a nuisance. The police have more leverage to arrest trespassers if he posts a "No Trespassing" sign. Unfortunately our laws are not designed to turn everyone into a responsible homeowner, only to enforce a set of minimum standards.

The inspector did inspect the entire property, but the amount of trash in the back yard did not constitute a violation of the nuisance regulations.

I am reopening this as clearly the inspector spent little effort actually inspecting the backyard of this property. There are multiple sources of standing water and there is an infestation of mosquitoes. There IS a great deal of refuse in the back - largely spent cans and liquor bottles, which also fosters mosquitoes. There is a large amount of trash in the front yards that includes cans, discarded clothing, bottles. Whoever went over there and signed off on that needs to clean their glasses.

Our inspector has been in contact with the property owner, who has agreed to clean up the yard in the next few days to avoid a second citation. I will leave this open for now until he gets it cleaned up.

We've confirmed that the yard is now cleaned up and no more violations of City ordinances exist on the property. Our inspectors will continue to monitor.
