This is a drain cover located in the sidewalk which allows water to drain from parking lot to street. Drain covers are considered private and must be maintained by the property owner. City staff will stop by this morning to attempt to reset as a courtesy but the owner may want to consider installing a standard drain. Thank you for reporting this issue.
