A dumpster would take up less room than 15 trash cans.
A rooming house can be a real problem if it is not monitored regularly. My sister lives across from a rooming house that previously was a funeral home. It has destroyed the neighborhood with drug dealers and people who are not working. The other residents cannot sell their houses because their value has dropped so much. So they are stuck in that neighborhood.

I understand your concern, however my issue is 15 rooms being rented so there should be dumpster required. Why are the residents allowed to park in a munipal parking lot yhat states no overnight parking in the winter months? As spmeone who has tried to plow the lot is makes a messy lot for the library the next day.

Stoneham Board of Selectmen assigned this issue to Stoneham Board of Health

Any building with 6 or more rental units has the OPTION to opt out of Town trash service should they desire to contract a private trash hauler. This is 100% based off the discretion of the owners of the property. The Board of Health does not mandate the use of a dumpster should Town service be satisfactory to their needs. Any parking related complaints should be brought to the attention of the Stoneham Police Department.

I checked on the trash fee status and 3 Warren St is set up as a 6 family. However any more than 6 there has to be a dumpster.

The parking lot and parcel size of 3 Warren Street make it impractical to have a dumpster in terms of situation, enclosure and eventual service of the receptacle. The Board of Health does not mandate the use of a dumpster at this property.

Should this be changed to building department? If it's a six family, are they allowed to rent by the room? Also, are they paying 15 (or at least 6) trash fees?

I checked with the DPW and they are listed on the water bill as 6 units so they pay 6 trash fees. As it was put to me, a single family home can have many bedrooms so listing it as 6 units gives them 18 thirty gallons bags of trash which is more than enough to cover the household. My only other issue is the parking from December 1- April 1. Last year some of the residents were allowed to park in the library parking lot, as with any municipal lot, there is no overnight parking. When I reported cars hindering plowing because of overnight parking DPW told me they had permission to park there. Needless to say the library had a messy parking lot all winter. Don't make rules if certain people are allowed to break them. Don't rent out 15 rooms if you don't have sufficient parking.
