Southbound traffic on 115 has to stop well in front of the light at the Division Street intersection. This was so cars could get out of the Shell station at that corner. But the Shell station has been reconfigured, and there is no longer an exit at that spot. So there's no need to force cars to stop so far away from the intersection anymore.

The reasoning behind this stop line being where it is also has to do with tractor trailer trucks being able to make a left hand turn from division street - not that many ever actually stop at the line.

It would alleviate traffic there and make it turn right on red because the cars back up way down to Father Salemi drive

For the moment the stop bar is in an appropriate position to accommodate vehicle turning radius. Also, there will never be a right turn on red allowed because of the site line distance eastward on Platt Street is insufficient. This intersection is under review for potential redesign in the future but don't expect anything too soon; there is no available funding for highway improvements of this type at this time.
