I don't but already officially complained to the Parking office with his number, is not right. We all get a ticket or nobody gets one.

The vendors often use the ParkMobile Ap that you can pay for parking on your smart phone, and the time does not show on your meter (it looks like it is expired) but the remaining time shows on your phone AND on the hand-held devices held of the Parking Officer. Their device may have shown that they had time on their meters. Where you see meters that have the neon green stickers on them, these are meters that you can use the ap. It is very convenient because it will send a reminder to your smart phone when your time is about to expire, and you can add more time right from your phone without ever having to go near your car or the meter. There is a small convenience fee ($1.00+) but it is more convenient than getting a ticket. And sorry that you got one.

Besides the ParkMobile app, there are also other payment options available that negate meter payment, such as parking vouchers which can be purchased in city hall. I know many vendors also take advantage of these to avoid meter payment, frequently displaying them in the front window of their vehicle. Bearing in mind that the suggestion of impropriety is based in surmise, I'm closing this issue.
