THIS IS RIDICULOUS. THE CONCRETE IS STILL THERE! WHY DOES OAKLAND PUBLIC WORKS KEEP CLOSING THIS ISSUE? NO ONE HAS REMOVED THE CONCRETE DEBRIS YET!

Code Enforcement is for private property. This ivy area where the concrete is is public property.
