Homeless encampments, under both freeway under passes. This area smells like urine and decay. These underpasses have not been cleaned in
several years. This is a main corridor to Telegraph Avenue. Can this area please have regular maintenance,
A fence installed, and under the freeway?

After a series of phone calls it is now my understanding that this area is the responsibility of the City of Oakland,
not Caltrans or Bart.
