Jason, 311 likely isn't going to be able to help with those details. They just pass the information on to the city, and I don't think anything comes back. You may get a better result contacting PWE directly. It looks like they're trying to use a manhole as an inlet, which isn't to code. If they're going to try it, those bars should be no more than 6" apart, like the city's "Type E" inlet.
