Have you tried telling your neighbors they are doing something that bothers you? It could be that they don't know they're being annoying. I also live on a street where a sidewalk runs in front of my house. I've always assumed that as long as my vehicles are completely off the street and not obstructing the view of oncoming traffic everything is fine. It doesn't seem fair that because I happen to live in a house with a sidewalk I can't use the last five feet of my driveway. Also, a lot of the streets in my neighborhood have no sidewalks at all, so anyone jogging, walking a dog, ect. would have to walk on the side of the road at some point anyway, so I never thought it was a big deal. As for children, they should be accompanied by an adult at all times. And on a side note, people who speed are the main the reason why it may be dangerous to walk along the side of the road in the first place. Therefore shouldn't it be a good thing the Enfield police department is trying to keep people from speeding in your area? Just saying.
