I have a similar issue where a man leaves his dog poop he picked up in a bag in my refuse container, after the garbage men have emptied the container. This man has even walked up other people's driveways to put it in their empty refuse containers next to their garage. Is this legal???

Frustrating

Simply call the police station 763-6400 and report the owner you observe breaking the law.

Sec. 10-31. - Removal of dog waste.
(a) It shall be unlawful for any person owning, keeping, walking, in possession, custody or control of any dog to allow or permit such dog to defecate upon any public or private property unless such person shall remove all feces deposited by such dog before leaving such property.
(b) The provisions of this section shall not apply to a guide dog accompanying any blind person or mobility impaired person.
(c) Any violation of this section shall constitute an infraction and shall be punishable by a fine of $50.00.

Thanks, I know the law. Problem is very rarely do you see it happening. Usually I get to step in it.
