Around 2 p.m. we saw an officer speak to the most regular of panhandlers today but by 4 or so, he was back. He is the longest serving panhandler that we can remember. It is going to take more than an occasional visit to uproot him. If we overheard that another took in $60 in an hour two weeks ago, how much is he taking in several hours a day, seven days a week.
While we appreciate the efforts by the police, city and state; we think this needs a long term solution that works.
There is a "law" (I use that term loosely here) that no commerce can take place on the New Haven Green. Can we have some kind of ordinance that commerce cannot take place between two parties whether on the edge of a highway median strip or a the curb of a public thoroughfare, such as Trumbull Street without at least one of the parties have a city permit to carry on such commerce? This would include food trucks and the like which may already be the case.
Let's put our thinking caps on.
