Description

House has mountain of garbage in bags in driveway adjacent to neighboring property.
The lawn has gone uncut for over 6 months.
Left-side apartment is apparently vacant but windows are open.
House is rental duplex with no way of contacting owner or landlord.

Q. Is the problem blight (trash, etc) outside, or is it a problem with the building (illegal use, housing code violation, etc)?
