Description

The bike lanes on Horton St in Emeryville from where they start after 53rd St north to where they end at 62nd St are consistently blocked every day by parked cars and trucks. The worst section is on Horton from Stanford all the way north, with cars and trucks constantly parked at red curbs and in the bike lanes on both sides of the street, none of them with their blinkers on, none of them getting ticketed or warned by the police, and many of them hanging out for a while for no good reason before moving on. This street is designated as a bicycle boulevard but cyclists are certainly not getting preferred road treatment with the allowance of this behavior. Since the laws here are not being enforced the bad behavior has also been spilling out onto other streets around town as well, as soon as motorists realize there is no risk of being ticketed.
This street either needs to be drastically engineered to include loading zones, or the bike lanes need to be removed in favor of bike boulevard markings and additional traffic calming such as paving stones instead of asphalt, road closures at key intersections, lowered speed limits, mid-block raised crosswalks, narrower lanes with wider sidewalks, etc.
