Description

The backside of this apartment building has a fire escape that leads to a fenced in area right up against the building. These fences are kept locked so in the event of a fire, tenants would need to climb over a tall chain link fence to get out of danger

Q. Is the problem blight (trash, etc) outside, or is it a problem with the building (illegal use, housing code violation, etc)?
