I have been calling the Department for a while w/o a response. Traffic on Eastern Street coming from East Haven line and going that way is very fast a speed bump would help since speed boards don't stop them and also the street hasn't been repaved in many many years needs, lots of potholes.

Which department have you called, concerning which issue? In Regards to the speed hump request, go to the City of New Haven, Engineering webpage and click on the Complete Streets link in the left hand column. Read through the manual first to get an idea of the program and then fill out a request form.
For potholes - you can contact the Public Works department or post a seperate pot hole complaint on See Click Fix to address this issue.
