Description

Trash and recycling cans from the alley between the 100 blocks of NC Ave SE and E St SE are being left at the curb where the alley meets 2nd St. They are not being put out for collection days and brought back in. Rather, they are being left at the curb on a semi-permanent basis. Garbage is being placed in the cans between collection days. There are also rolled up carpets on the sidewalk that have been there for a while.
