Needs a left hand turn signal onto Chaplel Street from Ella Grasso Blvd. Traffic backs-up causing cars to turn on a red light. Sitting at the light yesterday for four turns before I could turn. Traffic is very heavy from opposing side.

If you go to Edgewood, one light away, there are dedicated signals for making lefts from both directions.

Yes!!!! Always a problem. I believe we are talking about traffic traveling north on ET Grasso, turning L (west) onto Chapel. In addition, because parking is allowed on ET Grasso near the intersection, through traffic sometimes can't easily get around the people waiting to turn left, which also backs traffic up toward Rte. 34 or toward Edgewood Ave.
Edgewood Ave. can be a good alternative though I believe the dedicated left turn there is the second light away. Furthermore, shifting drivers onto that route takes more traffic past Edgewood K-8 School, which is already struggling with speeders and dangerous drivers right outside its doorstep.

Yes there is a light at Edgewood but that is a) out of the way depending on where you are going and b) two more lights to sit through. Seems easy enough to put a turn arrow light here.

Left turn signal at Chapel going north or south from E.G. Blvd.?

Great idea. This intersection is very dangerous, in large part because when cars stop in the traffic lane to make a left turn, the cars behind them zoom around on the right. A left-turn lane and signal would fix that.
