Description
It look like the water fountain has been rigged to run constantly. This is not only wasteful, but it creates a constant mud pit from the runoff, which is a disaster if you have any interest in bringing home semi-clean dogs. The standing water will also be of concern as mosquitoes season begins.

This is what the pipes look like, you can see the fountain is running. You can't really see from the picture but there's water leaking down in the pipes too.

They've done a lot of renovations there and replaced the water fountain. Seems to have helped.
