I think this issue should be refereed to the Property Maintenance office of the Building Inspectors. This is clearly a property maintenance issue and the city most certainly does cite property owners for poor conditions.
I am well aware that the city does not go on private property to perform repairs. How would you like it if your child fell through this hole and was injured?
