Description
The short stretch of Frank St between Brookside and Norris could use a sidewalk on the south side.
When pedestrians cross Brookside at Frank, they go from a sidewalk on the east side to dirt on the west side. There is a sidewalk on the north side of Frank St but because the pedestrian crossing doesn't connect to it few use it.

Im wondering if Mr Turner Has seen this intersection at approx 3:30- 4:15pm weekdays.
There are so many cars illegally parked/standing/stoppe/waiting, some tying up the intersection and both sides of frank st..I dont see how anyone could even WALK on a sidewalk if it was there. the cars are mear inches off the embankments.
the situatuion is almost so bad that a regular police officer working traffic control there, isnt a bad idea either. probably more effective than a sidewalk that wont make a difference. an even better idea is to make the upper 600 block of of frank and the 1200 block of norris "NO STOPPING < NO STANDING< NO PARKING ANYTIME" zones.
This whole area (frank at norris, frank at brookside, glascock at brookside) has become a serious accident waiting to happen.
INSTALL SPEED BUMPS..sorry "TRAFFIC CALMING DEVICES" in our neighborhoods first!

And not to mention they've been "Closed" . with no resolution. the traffic Calming devices Are NOT Installed yet.
and Ive complained about the "house that took forever and half a decade to still not be finished" On glascock. And that item has been closed too..without being fixed.
the sidewalk at 500 glascock st does the same thing. it ends going over the bridge, but also is fully functional on the opposite side of the street..but most folks just too lazy to walk to the other side.

There is an annual process for the installation of Traffic Calming Devices, which includes among other things the consent/agreement of the property owners in the vicinity. Traffic Calming is never installed upon request.
If you are interested in the Traffic Calming program, please contact the Transportation Planning division at 991-516-2155. SeeClickFix is not the correct avenue through which to request the installation of Traffic Calming in a neighborhood.
Thanks for the comment, this issue is now solely related to the sidewalk issue reported on Frank Street.

this is still a waste of time even considering this. the conn elementary folks(ie:parents picking up children) have taken this area over and have destroyed it on NUMEROUS occasions. then the same folks complain to the city about how it looks and functions for them.
Im still for NO parking, standing, stopping, and no loitering ENFORCED in this area.
I think the lack of the sidewalk finished here is a great thing. its only going to make an area with major safety concerns worse.

Under our current sidewalk petition program, the sufficiency requirement for a valid petition to present to Council for public hearing and approval is signatures from a majority of property owners representing a majority of the abutting footage from both sides of the street. City owned property is not applicable to the petition requirement, i.e. not considered in either the owner requirement or the footage requirement, therefore not affecting the petition request in either way.
In this scenario, there are 4 abutting properties 2 of which are owned by the City of Raleigh, resulting in 2 property owners to be considered. Their property footage along the proposed sidewalk section totals 250.0 feet. To meet the sufficiency requirement of a majority, would require that both of these property owners sign a petition in favor of the proposed sidewalk.
There is an existing sidewalk on the north side of Frank Street that provides a continuous sidewalk from Norris to a signalized intersection at Brookside Drive. It would require pedestrians walking up Norris Street to cross to the north side of Frank Street to access the sidewalk and then cross back to the south side of Frank Street via the crosswalk at the traffic signal at Brookside Drive to utilize the crosswalk from the west side of Brookside Drive over to Conn Elementary School.
We’ll be glad to provide a sidewalk petition upon request, however; given the existence of the existing sidewalk this would not carry a high priority when competing with other sidewalk requests where there are no sidewalks in place.

Here's a little more info on the crosswalk issue:
The City encourages pedestrians to cross roads designed to convey traffic at specific locations. These locations are at stop controlled, yield controlled or signalized intersections. Vehicles have to slow down or stop at these traffic control devices which makes pedestrian crossings safer. Specific markings and signage is used to increase awareness and direct the pedestrian. Ideally, pedestrians will cross at a signalize location which can have specific pedestrian signal heads and a specific phase. It is City and State policy to install pedestrian signal heads and crosswalk markings only if sidewalk to sidewalk connectivity exists with compliant ADA accessible wheel chair ramps. The signal at Frank and Brookside has pedestrian accommodations on the western and southern legs of the intersection. The intersection does not have pedestrian signal heads for the northern leg of the intersection. This is likely due to the offset of Frank St. and the school entrance. A crossing of Brookside on the northern leg of the intersection would put the pedestrian 60-70 feet away from the egress lane of the school. This goes against best practices having the pedestrian crossing close to the parallel movement that runs concurrent with the pedestrian phase. This reduces the potential for conflicts and the pedestrian is much more visible to right turning traffic. While the current setup may be a little inconvenient for walkers on the North side of Frank Street, it is a safer setup for pedestrian crossings of Brookside. Obviously the people pursing this sidewalk completion havent listened to a word the city has MORE THAN CLEARLY responded with(and I also commend the city for its detailed response). Its obviously NOT completed for a good reason.
NEITHER property owner here is interested in spending $4000+ (at their cost) to install a sidewalk for others to benefit. sounds like the city's vote is also no.

and to answer Dana regarding the parking traffic problem... this was created by folks who felt the need to complain about school busses for their kids to get to school. then they didnt like the busses and felt the need to drive the kids. now they end up walking just as far to the car as they would home in some cases. now those same people are the ones who complain about crosswalks and sidewalks. this neighborhood has had over 10 different requests for sidewalks and crossings , most of them in really bad places too(-like a crossing at the blind curve of wake forest rd at sycamore ..brilliant.)
I see parents Jockeying for a parking place HOURS before school lets out. they let their kids run in the street, and play in the creek (99% of the parents pay no attention to their small children as they are too busy conversing amongst themselves). seems this has become more of a social site than a overflow parking lot. on numerous occasions I have found extensive litter, soiled diapers, tire tracks in the grass and other things that basically destroy this entire corner (norris, to frank, to brookside)
THERE WAS NO PARKING SIGNS ERECTED some time ago (10+ years ago)..over time most have been removed.I cant say weather legally or illegally.(I would have to assume illegally) the street has become so cluttered between 3-4pm most days of the week it makes frank street impassible from every direction. making a turn off norris onto frank has become impossible with anything but a subcompact car. Your photos posted help prove this.
ive lived here a decade and a half.. its progressively gotten worse. when I first moved here almost all of the children either walked or bused to school. there was no traffic problems like there is today. folks stayed in their cars waiting, and moved on quickly.now its turned into Disneyland without the $14 for parking. not to mention that yes the traffic is also now getting backed up to Glascock st from the make shift "turnlane" the parents have also taken liberty to make.
This is a problem Conn Elementary has known about for years. they havent done anything to address the situation at all. Until THEY and WCPSS address this situation , there isnt anything that will be done, from us or the city. just passing around a petition, BLAME shifts the fault from the school to the city. this is NOT the City's Fault. it is the fault of every person who utilizes this area in an unsafe and possibly illegal manner.

Mr. Grumpy,
Meadowbrook open space is public property, as are the roads around it. Parking is allowed and parents are even allowed to chat with each other.
Furthermore, the city no longer requires property owners to pay for sidewalks.
I have suggested a solution for Conn's parking shortage but that will take time. I suggest you find a hobby to keep you busy in the meantime.
