Description

When they renovated the building that is now being called the Union (NE corner of Elm & Church) they installed a downspout that dumps the water from the roof straight onto the sidewalk and into the bus stop area on Church St. Won't this be an ice hazard during the winter?

Q. Is the problem blight (trash, etc) outside, or is it a problem with the building (illegal use, housing code violation, etc)?
