Description

During nighttime hours when traffic volume is low, cars traveling EB & WB on Hammond are delayed/inconvenienced by poor signal timing and programming.

While traveling EB or WB Hammond, approaching Perimeter Center Parkway (PCP), the light will almost always be red while displaying green for no cars on PCP.

After this cycle, the turn lanes in both directions will receive a green despite no cars wanting to turn and no cars being in those lanes.

This could easily be fixed by changing the turn lanes to flashing red or yellow from 10pm-4am
