If these are privately owned buildings, and you live in them, then you go about it by requesting it from your landlord. If it a business location then you go about it by asking the business owner. You might ask from the city to put cameras somewhere, or lights,, but bike racks? This would cost a lot of taxpayer money if everyone in the city requested a bike rack be put outside their houses. you neighbors can pitch in for a bike rack and get city permission to install it.
As I understand it, last year bike racks were requested by citizens and installed by the city throughout the city. I know of at least 4 that were installed at curb strips outside of apartment buildings in SoHu.

It does seem a bit unusual this request has been ignored for more than 2 years. I tried to find information about bike rack requests at the following webpage of our Transportation, Traffic & Parking Department.
If you scroll down on that page, you will see the function "Online Bike Rack Request Tool" appears to have been disabled, but you can still send an email to transportation@newhavenct.net reminding them about your request.
The Director of TT&P, Mr. Douglas Hausladen, used SeeClickFix to request a bike rack on College Street, so using SeeClickFix definitely is the correct route to use for this type of request. You can see his request here: https://en.seeclickfix.com/issues/3898892-bike-rack-request
You could also send an email to Mr. Hausladen. His email address is dhausladen@newhavenct.gov. Or, you could send an email to Ms. Joanne Choma at jchoma@newhavenct.gov. She is the Executive Administrative Assistant of TT&P.. She handles a lot of the TT&P emails on behalf of Mr. Hausladen.
