In my experience, the officials who are charged with closing issues did not do so until the issue was resolved. It seems recently that has changed and I do not think I am the only one who disagrees with that change. Frankly, I feel a lot more confident something will be taken care of and won't slip through the cracks if it is shown as an outstanding request.
