My neighbor across the arroyo that runs behind my back yard keeps dumping yard waste, rocks, and bricks over the brick wall in their back yard onto the dirt slope between their wall and the arroyo. Is this legal? It is unsightly for us to have to look at this, and not sure if anything can be done. I imagine much of this material gets washed off of the slope, into the arroyo, and eventually into the open space. If this is something that can be addressed with the residence behind my house, across the arroyo, I'd appreciate it.
