Along the east side MacArthur Ave at Bellevue Ave, there are two signs with posts in the middle of a narrow sidewalk. When we walk with our kids in the stroller, we must go around the parked cars into oncoming traffic before we can get back on the sidewalk. There is also a utility pole just to the south, again in the middle of the sidewalk.

Part of the issue is the homeowner that allows his shrubbery to overhang the sidewalk, which is a violation of city code. The sign posts you are referring to have always been there, at least for the 35 plus years I have lived here.
The stop sign could possibly be moved to the grassy area at the corner, the no parking sign is there to keep vehicles from parking on the corner.
The utility pole is another item that has been there for many years and supports a security light at the alley entrance.

There is a way to move those signs to the edge of the sidewalk - either inside with a cantilevered sign, or outside to the curb edge. I do agree that the hedge creates an issue.
To me it's an accessibility issue- I imagine no person in a wheelchair can get through that area (maybe that should have been my original argument!) Currently we have to either walk into traffic, go through the alley, or walk across MacArthur to the west side when our usual destinations are on the east side.

There is always a way to do something, it is a question of priorities and funds to do so. Right now the city can barely fix the potholes throughout the neighborhood.
Doesn't mean it is wrong either. Never seen a cantilevered sign used in the city or the state of Virginia.
The city added wheel chair access points throughout the city some years back and I am not sure that this work included assuring all sidewalks are barrier free as quite a few areas of Bellevue are sidewalk poor and inaccessible to wheelchairs.Not saying your point isn't a valid one for those that require the
accessibility.
See click fix is not the correct place to report or request that the signs be relocated, I would suggest that you put in a request through CRS for this issue, on the cities website.
