Do I need to get a petition from the neighbors, most of whom are not the owners of the home?

It is close to the end of the year, someone from the government has been out to survey and measure the slabs, but yet, after 6 months, the sidewalk has not been repaired, but yet in ward 3 I see leaf pick with abandon. WHAT DO I NEED TO DO TO GET MY TAX DOLLARS TO WORK FOR MY NEIGHBORHOOD?!?!

What do I need to do to expedite this fixing of the sidewalk in front of my home?

Again. I reported this problem last April. Someone from the city came out to do some measuring, but nothing else has been done. I have asked if I need to file a petition, and I have received no word from anyone. Along with this issue and the main water mane issue next to the sidewalk, this small piece of land is looking like it belongs in a 3rd world country, not the nation's capitol. Please, what can be done to expedite this safety hazard and concern? Thank you.
