Description
When traveling on Winchester Road, either direction, most noticable in early morning hours (5:00am - 5:30am), the signal on Winchester Road changes from green to red and the signal on Michael Drive changes from red to green to let non-existent traffic flow.
This impedes the flow of traffic on Winchester Road for non-existent traffic.

This is the reply I got from Mr. Richard Grace, county engineer, on 9/29/15:
"That intersection has cameras ,not loops, to detect side street traffic. It is programmed to change lights only when side street traffic is present. We have had a number of comments regarding the timing at this intersection. We have adjusted controls and cleaned the lenses in the past 30 days to get better results. All of those controls and lights will be replaced with the new road. We expect those changes to be within the next 6 months but the contractor will decide that exact date , not us. We will again have cameras, but should be of a better quality than what we have now."
I suggest this issue be closed.
