Sidewalks are in hazardous conditions with the amount of taxes we pay to the city we should not have to worry about tripping over pieces of concrete heaving up from the walks. In the dark its difficult to navigate.

Yeah, I wouldn't complain too loudly about the rough sidewalks in front of your home or you'll have Troys code enforcement showing up forcing YOU to repair THEIR sidewalk.
It's a huge farce purpetrated on the taxpayers but somehow Troy is able to get away with it. I don't know how the citizens would have ever voted that law in?!!?!?!?!
I don't know of any other city that pawns its sidewalk responsibility off on its residents.
Albany surely doesn't and they have the most perfect well maintained sidewalks anywhere.
