The CodeRED messaging system was delayed in notifying me as you can see by the time stamps on this screenshot. Luckily I was online with my phone via both LTE and wifi networks at the time of the warning and other alert apps worked properly.

I don't buy CodeRED's response as I did have this message (noted as "1 of 2") arrive properly at 1:59pm. Since that one arrived correctly, the network should've been fine to deliver the one I originally shared (noted as "2 of 2") at the same time rather than three hours later.
Pending further response from your contact at CodeRED, I'll be happy to contact my carrier (AT&T) to investigate.
I assume that we're spending tax money with CodeRED so, beyond protecting my family, I want to confirm that we're receiving the expect service levels.
