I though we have serious drought in California but now I think it's only for citizens not for city or county Coz these sprinklers r on for more then hour and most of the water in just waisted on the road and go to drains so need little help here at park

If these sprinklers are in the park, there is a variance within the city code which allows for the City of Sacramento to water when necessary based on the discretion of the City Manager:
Title 13 PUBLIC SERVICES
Chapter 13.04 WATER SERVICE SYSTEM
Article XI. Outdoor Water Conservation
13.04.950 City water use.
The city of Sacramento, and its officers, employees, and agents when acting in the course and scope of their employment, shall be exempt from the provisions of this article; provided, however, that the city manager shall promulgate administrative regulations governing water use by the city, and its officers, employees, and agents, as may be necessary for the city to achieve the conservation of water resources equal to or greater than the level of conservation achieved by the city’s water service customers.
