The City has no control over persons who use this gate who do not work for the City (i.e., contractors). .

Well if it's city property, how is it that you can give a contractor access but not hold any of them accountable for locking up? This answer is patronizing at best; so hypothetically this is the same as if a janitorial crew for a city office didn't lock up when they were done and left the doors open that they are not responsible because they are contractors? We can give contractors access to open up but not hold them responsible to close the door behind them?

My apologies if my communication was not clear. The contractors I was referring to were contractors not hired by the City. Any contractors and landscapers hired by the City will be advised to lock the gate if they use it.
