This is the same issue I reported last May (Issue ID: 1056735) and involves standing water due to vegetation which impedes flow of runoff towards the storm drain. Last Spring, an attempt was made to address the issue by cleaning out a pipe, however, the problem is not so much blockage within the pipe itself, but rather obstruction of the outflow from the pipe. What needs to be done is something to facilitate drainage along the non-cemented portion of the canal in between the end of the concrete pipe and the storm drain. Already, the mosquitoes are very dense around this area as they vigorously breed in the standing water.
