Description
Property manager allows vehicles to stop and run their engines in a driveway that connects the apartment complex parking lot to the street. Cars willingly block the confined area for up to 30 mintes releasing toxic carbon monoxide into surrounding apartments. Cars also honk almost every morning waking surrounding residents on different schedules.

You have the address wrong. It is the tenant at 610 3/4 N. Kingsley that is the one allowing all the honking (it's this apartment being honked at for pick ups and drop offs).
They seem to think that honking is:
a) an acceptable way to communicate and
b) is legal but according to the California driver's manual, it is not.
I've seen one child in the white Toyota with a cellphone so at least ONE party has the ability to communicate without waking every tenant situated along the alley.
They come by up to three times a day sometimes, honking EACH time repeatedly. The neighbor across from them has guests that honk too.
If anyone was ever wondered where the center of the universe was, it lies directly between these two tenants.
How does one solve this issue, the manager doesn't care about parking or honking. Perhaps call the property owners?
