A. Not sure what this is, but after all-night construction on Monday night, the road has been trickling water. Seems to be coming from the middle of the intersection?

It is still spilling water. I took a closer look this morning and it looks like it's coming out of a small circle (it's right in the middle of Blount & Lenoir Street, so I can't safely look at it for long without cars coming). The water is running East and going into the storm drain right by the small market on the corner.
