City of Oakland Public Works Department addressed this issue on 05/19/2015, service request # 574123.

Sorry, but this issue has not really been addressed yet. It looks like the pedestrian signal on the west side of Claremont now does turn from a red hand to a white walk signal once the beg button is pushed during the Claremont green phase, without having to wait through an entire signal phase first (slightly better). However, this intersection defaults to green for Claremont all the time anyway, until cross traffic is detected. As such, it makes no sense to have pedestrians push a button to cross the Safeway driveway and continue along the Claremont west sidewalk. If the traffic signal defaults to green then just also have the pedestrian signal default to white, no button pushing required! Having pedestrians push the button just to get the walk signal for no reason is counterproductive and a bad user experience. Please REALLY fix this, not just KINDA fix it.
