Created RFS#6535 - and assigned to Traffic for repair

Traffic spent some time trying to hunt this down. They re-energized the pedestrian signals with the expectation that they would short out again, and that he would then attempt to isolate the problem to one or more particular signals. This time, instead of shorting out, the signals are holding. Whatever caused the original problem remains unknown at this time.
