Hardly anyone seems to stop at this four way stop.
People heading north on 2nd. literally run the stop sign even though there is NO WAY they can see if a car is coming toward them on State. St.
Lucky for them - so far - that the timing works out that there isn't a driver running the stop on State at that moment - which happens just as much - or there would be daily accidents.
Why not take these 4 stop signs and put 2 each at State and 1st. and State and River.
That way, we can have two four way stops that NO ONE stops for, instead of only one.

I'm not sure what you mean by a "four-way" stop at 2nd and State - given that both of these are one-way streets, there are only two stop signs at this intersection. Now there are places in Troy where you get people driving the wrong way on the one-way streets, but that is usually on River Street between Congress and State, or around Ferry between 4th and 5th.
Both of the other two State St. intersections you mention (at 1st and at River) have one stop sign already, with priority to State at River, and to 1st Street. I can't really support a stop sign on State St. at River, since it is on a very steep incline. There are still cars with manual transmissions out there and given the paucity of traffic coming down River (and the traffic calming measures already in place there) I don't think it makes any sense to force cars coming up State on that hill from Front Street to stop.
As for the intersection of 1st and State, there are already two other related SeeClickFix issues about needing a stop sign on 1st to slow traffic coming down 1st from River:

Given these reports, it certainly seems like there is support for making 1st and State an "all-way" (= 2 way, not 4) stop, and you should vote to support those other open issues. (I actually find myself stopping sometimes when I get to that intersection when driving south on 1st, especially if I see a car on State St. or am planning to turn left onto State myself).
However, I really can't see voting to remove the stop signs at 2nd and State - presumably you meant this sarcastically - I have never personally seen anybody blow right through those signs in either direction.

the point is that NO ONE stops, and almost no one even slows down, at these intersections so why bother having this illusion of law?

Well, State Street from First down to Front is actually two-way, but I haven't heard seen or heard of anybody going west on it on the one way blocks - although there are always people from outside of Troy who get lost and seem to have no understanding of the concept of a one way street - but is that really so common that you would call it negotiable?
I do actually live "around here" - about three blocks south on Second, and drive through (and stop) at this intersection on a regular basis, but I must have missed the part about SeeClickFix being a place to vent about pet peeves without actually suggesting anything that might help make our city a better place, so I was trying to make constructive comments - my apologies.
Our new mayor is talking about pedestrianizing some of the streets downtown (no details, but probably just some parts of River) but if you suggested that Second should be one of them, who knows, he might even consider it (and then we really could remove these stop signs).
