Simply responding to a comment shouldn't close an issue until the work is completed. Why bother doing this at all if the City is going to simply close an issue to make its "closure rate" look better? At least when I hand it to you on paper, I can watch you ball it up and toss it in the trash. That would be more fruitful to me.
