I think there are much bigger problems that we should be worried about in our community like streets that have no draining sistem and gets fill up when raining, walk was and driveways etc that's what we should be watching for!

Where do you think the rainwater goes when the property owner covers his property with concrete? It can't soak into the ground around his house so it runs off into the street adding more water to the street drainage problem you're talking about.

Whoever reportes this needs to get a life and stop wasting the city's time and resources on petty complains that are not geared towards the public benefit.

The main purpose of building codes are to protect public health, safety and general welfare as they relate to the construction and occupancy of buildings and structures.
