I haven't heard anything further on this since I reported it. Today, I received notice that since it had been open for 31 days, I should let them know whether it had been fixed or not. This seems to me entirely backward. Instead of my being notified when someone has checked it out and/or fixed it, I'm supposed to take the time to go back to the area now and let the people who are supposed to be responsible for fixing it know whether they done so?!?!?
And for the record, when I enter the service request number given above on the Montgomery County 311 site, I get the following message:
"No Service Request can be found to match your Service Request number and email address.Please check the number and email. Service Request number includes any dashes as they appear. The email address must the one you provide when the Service Request is created."
