Those homeowners should be fined for not clearing their sidewalks.

According to the Alderman for the area, New Haven currently does not enforce/ collect the fines for not properly clearing off your public sidewalk. No incentive for clearing them I guess.

eb is correct. Some people will not comply with rules unless there is a penalty for them. Same reason that some people do not comply with the emergency no parking orders. Cars were towed on State St.,which is a snow emergency route, one time. The rest of the storms the plows just went around them. No wonder there is such a mess. One only needs to drive to Hamden to see that good snow removal IS possible!
