Description
The cars along the stretch of road from North Winooski to Elmwood are parked so far from the curb that they are completely blocking the bike lane. This is due to both the piles of snow, but also because of excessive space left by vehicle owners between the edge of the sidewalk and the road.
This makes this stretch doubly dangerous for bikes, cars, and safety vehicles.
Is it possible ticket and/or tow cars and remove the snow?
Is this an issue for DPW or BPD? Or both?

On the question "Is this an issue for DPW or BPD? Or both?" I think it is both. The Police Department would review the circumstances and make the decision if the vehicles can be ticketed or towed. The Department of public works would do the lane clearing.
I will e-mail the parking enforcement unit at police department about the vehicles in the road.
I'm forwarding the complaint to DPW's attention. Keep in mind that DPW will not be able to remove snow next to a parked car. If the police determine that they cannot lawfully tow cars in that area, the Department of Public Works will be limited in what they can do to work around parked cars.

I think that because it falls between these two departments it seems like one thinks the other is taking care of the issue, so I appreciate you connecting the two dots here!
It's a very heavily utilized route by cars, bikes, and pedestrians, so any efforts to ease the flow will be beneficial to all parties.
