Description
The flashing light at the end of Olive st is a hazard. There is no signage for drivers coming from the State st direction that indicated that it is not an all-way stop. Those turning onto William st often cut in front of oncoming traffic because of this.

There are two flashing lights that you see coming from the State St. direction: a flashing Red for those turning left onto Williams and a flashing Yellow for those turning right onto Olive. Those turning left also have a STOP line and a painted STOP before it. Flashing Red lights usually mean Stop, View and then Proceed. The driver on your right has the Right-of-Way, so the driver on Olive (I cannot remember what color their light is--I think it is a flashing yellow) can proceed onto Olive or Williams as long as those with Red flashing lights have stopped. On Google maps in street view there is a barely visible sign near the flashing red that I cannot quite make out, but I think it is warning you that the cars from Olive do not stop.
I will verify this and report back at another time.
