Too many accidents at this intersection from cars running the stop sign on 4th Street. A blinking light would help distinguish Center from the other intersections which do not have stop signs.

I agree. The tendency of traffic from fourth onto Center is to "gun-it and pray", as there is very little visibility regarding traffic coming from downtown.
There was an accident there just the other night, and another one on Christmas Eve where a telephone pole was damaged.
Adding a light would help save vehicular, municipal, and human damages.
