The homeowner has been cited and fined in the past. She leaves her home for long periods of time, with her many dogs left outside. They BARK at anything that moves. This is a very pretty street but unfortunately anyone walking by sets the dogs off (whether or not they have a dog with them). At the VERY LEAST, the woman should be required to keep these dogs INDOORS when she leaves the house for the sake of the neighbors. And to bring them inside when they BARK so much.
